About Our
Organization
The Upshur County Literacy Council believes that education can unlock human potential. We also believe that every adult should have the opportunity for education at any stage in their life.
Every year, we provide our services free of charge to adults who earn degrees, certifications, and the education they need to change their lives, the lives of their families, and our community.
Our program began in 1988 when Sue Williams-- a retired public school teacher-- saw the need for an adult education program in Gilmer, Upshur County, and the surrounding area.

The Literacy Program was selected as one of twenty projects worldwide to appear in a special display of Community Concerns at the International Rotary Conference in Nice, France in 1994.

In 1995, the Program was the recipient of the Project of the Year Award by the Northeast Texas Library System.

2023 marks our 35th year of serving the people of Gilmer and the surrounding area.


The mission of this organization is to promote literacy by providing quality educational services to meet the needs of the community.
Our students range in age from 16-72. We provide an avenue for these younger students to gain their GED and continue their education or enter the workforce. We also work in collaboration with the Kilgore College and the Texas Workforce Commission.
